Chapter 1 General Provisions
Article 1 In order to standardize the work of recruiting party members, ensure the quality of newly developed party members, and maintain the advanced nature and purity of the party, these rules are formulated in accordance with the "Articles of the Communist Party of China" and relevant regulations within the party.
Article 2 The party’s grassroots organizations should incorporate into the party advanced elements with Marxist beliefs, communist consciousness, and socialist beliefs with Chinese characteristics, and consciously practicing the core values of socialism, as a regular and important task.
Article 3 The work of recruiting party members shall implement the party’s basic theory, basic line, basic program, basic experience, and basic requirements, in accordance with the general requirements of controlling the total amount, optimizing the structure, improving the quality, and playing a role, and adhere to the party member standards stipulated by the party constitution. Put political standards in the first place; adhere to prudential development, balanced development, leadership and planned conduct; adhere to the principle of voluntary membership in the party and the principle of individual absorption, mature one, and develop one.

Chapter 2 Identification, training and education of activists joining the party
Article 4 The party organization shall promote the party’s political propositions and in-depth and meticulous ideological and political work to increase the understanding of the party by the masses outside the party and continuously expand the ranks of party activists.
Article 5 Chinese workers, peasants, soldiers, intellectuals, and other advanced members of social strata who have reached the age of 18 recognize the party’s program and constitution, and are willing to participate in an organization of the party and actively work in it to implement the party’s resolutions and resolutions. Those who pay party dues on time can apply to join the Communist Party of China.
Article 6 Applicants for party membership shall apply to the party organization of the work and study unit. If there is no work or study unit or the work or study unit has not established a party organization, they shall apply to the party organization where they live.
Mobile personnel can also apply to the party organization where the unit is located or the party organization of the unit's competent department, and can also apply to the party organization of mobile party members.
Article 7 After receiving the application for party admission, the party organization shall send someone to talk to the party applicant within one month to understand the basic situation.
Article 8 To determine the activists for party membership among applicants for party membership, candidates shall be selected by means of party member recommendation, group organization recommendation, etc., which shall be determined by the branch committee (the branch assembly if there is no branch committee, the same below), and reported to the superior Party committee filing.
Article 9 The party organization shall designate one to two full party members as the training contacts for the party activists. The main tasks of nurturing contacts are:
(1) Introduce the basic knowledge of the party to the party activists;
(2) Understand the political consciousness, moral qualities, realistic performance and family situation of the activists who joined the party, do a good job in training and education, and guide the activists to correct the motivation for joining the party;
(3) Report to the party branch of the activists who have joined the party in a timely manner;
(4) Propose to the party branch whether or not to include activists who have joined the party as development targets.
Article 10 The party organization shall adopt methods such as absorbing activists who join the party to listen to party lessons, participate in relevant activities within the party, and assign certain social work and centralized training to them, and conduct Marxism-Leninism, Mao Zedong Thought, and the theory of socialism with Chinese characteristics on activists who join the party. System education, the party’s line, principles, policies and basic knowledge of the party, the party’s history and fine traditions, style of work and socialist core values education, so that they understand the party’s nature, program, purpose, organizational principles and discipline, and understand The obligations and rights of party members help them correct their motivation to join the party and establish their lifelong belief in the cause of communism.
Article 11 The party branch inspects activists who have joined the party every six months. The grassroots party committee analyzes the status of the contingent of activists joining the party once a year. Take improvement measures in response to existing problems.
Article 12 If the work or study unit (residence) of the party activists changes, they shall promptly report the original unit (residence) to the party organization. The party organization of the original unit (place of residence) shall promptly transfer relevant materials such as training and education to the party organization of the current unit (place of residence). The party organization of the current unit (place of residence) should carefully review the relevant materials and continue to do a good job in training and education. Training and education time can be counted continuously.
Chapter III Determination and Investigation of Development Targets
Article 13 For activists who have undergone more than one year of training, education and inspection, and who have basically met the qualifications of party members, on the basis of listening to the opinions of the party group, training contacts, party members and the masses, the branch committee discusses and agrees and reports to the higher party committee for the record , Can be classified as a development target.
Article 14 The target of development should have two formal party members as party introducers. Introducers for joining the party are generally held by the training contacts, and they can also be designated by the party organization.
Party members who have been sanctioned by staying in the party for probation and have not yet restored their rights as party members cannot be referred to the party.
Article 15 The main tasks of the party referrer are:
(1) Explain the party's program and constitution to the development target, and explain the conditions, obligations and rights of party members;
(2) Carefully understand the party's motivation, political awareness, moral character, work experience, and actual performance of the development target, and report truthfully to the party organization;
(3) Instruct the development object to fill in the "Volunteer Form for the Communist Party of China to Join the Party" and carefully fill in their own opinions;
(4) Responsibly introduce the situation of the development target to the branch assembly;
(5) After the development target is approved as a probationary party member, continue to educate them.
Article 16 Party organizations must conduct political censorship of development targets.
The main contents of political review are: attitudes towards the party’s theory and line, guidelines, and policies; political history and performance in major political struggles; compliance with laws and social ethics; immediate family members and major societies that are closely related to me The political situation of the relationship.
The basic methods of political review are: talking with me, consulting relevant archives, finding relevant units and personnel to understand the situation, and necessary correspondence or external transfers. After listening to my introduction and reviewing the relevant materials, if the situation is clear, no letter or external transfer is required. When conducting political review of the development targets of migrants, the opinions of the basic-level party organizations at the place of residence and residence should also be sought.
Political censorship must be serious, seek truth from facts, and pay attention to my consistent performance. The review should form conclusive materials.
Anyone who has not been politically censored or fails to pass the political censorship cannot be admitted to the party.
Article 17 The grassroots party committee or the county-level party committee organization department shall conduct short-term concentrated training for the development objects. The training time is generally not less than three days (or not less than 24 hours). The training mainly learns the party constitution, "Several Guidelines on Political Life in the Party" and other documents. The "Textbooks for Joining the Party" organized and compiled by the Central Organization Department can be used as learning guidance materials.
Those who have not been trained can not join the party except in some special circumstances.
Chapter 4 Acceptance of Probationary Party Members
Article 18 The acceptance of probationary party members shall be handled in strict accordance with the procedures stipulated by the party constitution.
Article 19 The branch committee shall conduct a strict review of the development target, and after a collective discussion considers it to be qualified, submit it to the grassroots party committee with approval authority for pre-review.
The grassroots party committee reviews the conditions of development targets, training and education, etc., and listens to the opinions of relevant departments such as discipline enforcement and law enforcement as necessary. The results of the review will be notified to the Party branch in written form, and the "Voluntary Letter of the Communist Party of China for Party Membership" will be issued to the development targets who have passed the review.
Development targets who will leave their work or study units within the next three months will generally not go through the procedures for accepting reserve party members.
Article 20 The development objects that have been pre-examined by the grassroots party committee shall be submitted by the branch committee to the branch meeting for discussion.
Hold a branch meeting to discuss the acceptance of probationary party members. The number of people who have voting rights must exceed half of the number of people who should have voting rights.
Article 21 The main procedures for the branch meeting to discuss the acceptance of prospective party members are:
(1) The development target reports on their understanding of the party, motivation to join the party, personal resume, family and main social relations, and issues that need to be explained to the party organization;
(2) The party introduction introducer introduces the relevant situation of the development target, and expresses his opinion on whether he can join the party;
(3) The report of the branch committee's review of the development target;
(4) Participating party members fully discussed whether the development target could join the party, and voted by secret ballot. Only when the number of votes in favor exceeds half of the official party members who should have the right to vote, can the resolution to accept the probationary party members be passed. Official party members with voting rights who are unable to attend the meeting for some reason and formally submit written opinions to the party branch before the branch meeting shall be counted in the number of votes.
When two or more development targets enter the party, they must discuss and vote one by one.
Article 22 The Party branch shall promptly write the resolutions of the branch meeting into the "Application for Party Membership of the Communist Party of China", together with the application for membership of the Party, political review materials, training and education inspection materials, etc., and submit them to the higher party committee for approval.
The resolutions of the branch meeting mainly include: the main performance of the development target; the number of party members who should attend the meeting and the actual number of party members who have the right to vote; the result of the vote; the date of passing the resolution; the signature of the branch secretary.
Article 23 Probationary party members must be approved by the party committee (work committee, the same below).
The grassroots party committees of the township (street) party committees cannot approve and approve the probationary party members, but they should review the probationary party members approved by the branch assembly.
The general party branch cannot approve and approve probationary party members, but the probationary party members accepted by the branch assembly should be reviewed.
Unless otherwise specified, temporary party organizations cannot accept and approve candidate party members.
The party group cannot approve and approve probationary party members.
Article 24 Prior to the approval of the party committee, party committee members or organizers should be assigned to talk to the development target, to gain further understanding, and to help the development target increase their understanding of the party. The interviewer should truthfully fill in the "Volunteer Form for the Communist Party of China" and report to the party committee of the situation and his own opinions on whether the development target can join the party.
Article 25 The party committee must discuss and vote collectively when reviewing and approving probationary party members.
The party committee mainly deliberates whether the development target has the qualifications for party members and whether the procedures for joining the party are complete. If the development target meets the requirements of a party member and has complete party admission procedures, it shall be approved as a reserve party member. The approval opinions of the party committee are written into the "Voluntary Letter of the Communist Party of China to Join the Party", indicating the start and end time of the preparatory period, and notify the party branch for approval. The party branch shall notify the person in time and make an announcement at the party member meeting. Those who are not approved to join the party should notify the party branch and themselves to do a good job of ideological work.
When the party committee approves two or more development targets to join the party, it shall deliberate and vote one by one.
Article 26 The party committee’s decision to accept probationary party members reported by the party branch shall be examined and approved within three months and reported to the higher-level party committee’s organization department for the record. In case of special circumstances, the examination and approval time can be extended appropriately, but it shall not exceed six months.
Article 27 Under special circumstances, the Central Committee of the Party and the committees of provinces, autonomous regions, and municipalities directly under the Central Government may directly accept Party members.
Article 28: Those who have been heroically dedicated to the interests of the party and the people in the cause of socialism with Chinese characteristics, have outstanding deeds, have greater influence within a certain range, have consistently performed well during their lifetime, and have requested party membership to the party organization. Chase as party members.
The ratification of party members must be strictly controlled. After discussion and decision by the party organization of the unit, it shall be reviewed by the party committee at a higher level and reported to the provincial party committee for approval.
Chapter 5 Education, inspection and regularization of prospective party members
Article 29 The party organization shall promptly incorporate the probationary party members approved by the higher-level party committee into the party branch and party group, and continue to educate and inspect the probationary party members.
Article 30 Probationary party members must face the party flag and take the oath of party membership. The party membership swearing ceremony is generally organized by the grass-roots party committee or party branch (party branch).
Article 31 The party organization shall educate and inspect prospective party members through such methods as the party’s organizational life, listening to personal reports, individual talks, intensive training, and practical exercises.
Article 32 The preparatory period for probationary party members is one year. The preparatory period starts from the day when the branch assembly approves him as a probationary party member.
After the expiration of the preparatory period for a probationary party member, the party branch shall promptly discuss whether or not they can become a full party member. Those who earnestly fulfill their obligations as party members and meet the qualifications for party members should be transferred to full-time party members on time; those who need to continue inspections and education can extend the preparatory period for a period of no less than half a year, and the longest period should not exceed one year; if they do not perform their obligations as party members, they do not have the qualifications. If a party member is qualified, his qualifications as a reserve party member shall be cancelled.
If the probationary party member violates party discipline and the circumstances are relatively minor, and the probationary party member qualification can still be retained, the probationary party member shall be criticized and educated or the probation period shall be extended; if the circumstances are more serious, the probationary party member qualification shall be cancelled.
The conversion of a probationary party member to a full party member, extension of the probationary period, or disqualification of probationary party membership shall be discussed and approved by the branch meeting and approved by the higher-level party organization.
Article 33 The formalities for probationary party members to become regular members are: I submit a written application for regularization to the party branch; the party group submits opinions; the party branch solicits the opinions of party members and the masses; the branch committee review; the branch meeting discusses and votes for approval; reports to the higher party committee for approval .
The branch meeting to discuss the conversion of probationary party members has the same requirements for the number of participants and the number of approvals as the branch meeting to discuss the acceptance of probationary party members.
Article 34 The party committee shall approve and approve the resolution of the probationary party members reported by the party branch to become regular members within three months. The result of the examination and approval shall be notified to the party branch in a timely manner. The party branch secretary shall talk to himself and announce the approval result at the party member assembly.
The party standing of a party member shall be counted from the day when the probationary period expires and becomes a full party member.
Article 35 If the work or study unit (residence) of a probationary party member whose preparatory period has not expired changes, it shall promptly report to the original party organization. The original party organization should promptly introduce its training, education and inspections to the party organization that accepts probationary party members in a serious and responsible manner.
The party organization shall strictly review the party membership materials of the transferred probationary party members, and report to the party committee organization department at or above the county level for approval of the probationary party members who cannot be recognized, and shall not be recognized.
Article 36 The basic-level party organization may postpone the discussion on the issue of conversion to regular members at the expiration of their preparation period, if deemed necessary, for no more than six months. For those who are converted into full-time party members, their regularization time shall be counted from the date of expiration of the preliminary period.
Article 37 After a probationary party member becomes a regular member, the party branch shall promptly submit his "Communist Party of China Application for Party Membership", Party Membership Application, political review materials, regularization application and training and education inspection materials to the Party Committee and save them in their personnel files. If there is no incident file, the party member file shall be established and kept by the party committee or the county-level party committee organization department.
Chapter VI Development of leadership and discipline in the work of party members
Article 38 Party committees at all levels shall include the development of party members on their important agendas and include them in the responsibility system for party building work as an important part of party building work reporting, appraisal, assessment, and disclosure of party affairs.
The city (prefecture, state, league) and county (city, district, banner) party committees inspect the work of developing party members once every six months, and the provincial, autonomous region, and municipal party committees check once a year. The inspection results are reported in a timely manner and reported down.
Attach importance to recruiting party members from young workers, farmers, and intellectuals, and optimizing the structure of party members. For those who have the conditions for recruiting party members but have not done the work of recruiting party members for a long time
For high-level party organizations, higher-level party committees should strengthen guidance, supervision and inspection, and organize and rectify them when necessary.
Article 39 The organization departments of party committees at all levels shall report to the party committee at the same level and the organization department of the higher party committee on the work of recruiting party members and the work plan for recruiting party members every year, and truthfully reflect tendentious issues and the investigation and punishment of party members in violation of regulations.
Article 40 Party committees at or above the county level and their organization departments should attach importance to the selection, allocation, and training of organizers, and give full play to their role in the development of party members.
Article 41 Party organizations at all levels shall seriously investigate and deal with problems of violations of discipline and regulations and irregularities in the work of recruiting party members. Party organizations and their responsible persons and directly responsible persons who fail to adhere to standards, fail to perform procedures, exceed the time limit for examination and approval, train and inspect dereliction of duty, and have lax inspection checks shall be criticized and educated, and disciplinary sanctions shall be given if the circumstances are serious. Typical cases should be notified in a timely manner. Anyone who violates the regulations and admits to the party shall not be recognized and announced at the branch meeting.
Those who use fraud or other means to develop people who do not meet the qualifications of party members into party members, or issue party members’ identity certificates for non-party members, shall be dealt with strictly in accordance with disciplines and laws.
Article 42 The format of the "Voluntary Letter of the Communist Party of China to Join the Party" shall be formulated by the Central Organization Department, and the provincial party committee organization departments shall uniformly print it in accordance with the format and strictly manage it.
Chapter 7 Supplementary Provisions
Article 43 These rules are interpreted by the Central Organization Department.
Article 44 These rules shall come into force on the date of promulgation. "The Working Rules of the Communist Party of China for Recruiting Party Members (for Trial Implementation)" (Zhong Group Fa [1990] No. 3) shall be repealed at the same time.
