The preparatory period for a probationary party member has expired, and the party branch should promptly discuss whether he can become a full party member. Article 8 Every party member, regardless of his position, must be incorporated into a party branch, group or other specific organization, participate in the party’s organizational life, and accept the supervision of the masses inside and outside the party. It is not allowed to have any special party members who do not participate in the party's organizational life and do not accept the supervision of the masses inside and outside the party.
Article 9 Party members have the freedom to quit the party. Party members who request to withdraw from the party shall announce their removal after discussion at the branch meeting and report to the higher-level party organization for the record.
Party members lack revolutionary will, fail to fulfill their obligations as Party members, and do not meet the requirements of Party members. Party branches should educate him and require him to make corrections within a time limit; if there is no change after education, he should be persuaded to quit the Party. Persuading party members to quit the party should be discussed and decided by the branch meeting and reported to the higher party organization for approval. If a party member fails to participate in the party’s organizational life for six consecutive months, or does not pay party dues, or does not do the work assigned by the party, he is considered to have left the party on his own without a valid reason. Chapter Two The Party’s Organizational System
Article 10 The party is a unified whole organized in accordance with its own program and constitution and in accordance with democratic centralism. The basic principles of the party’s democratic centralism are:

The subordinate organizations must exchange information, support each other, and supervise each other. (5) Party committees at all levels implement a system that combines collective leadership and individual division of labor. All major issues must be discussed and decided collectively by the party committee in accordance with the principles of collective leadership, democratic centralism, individual deliberations, and meeting decisions; committee members must earnestly perform their duties in accordance with collective decisions and division of labor.
(6) The party prohibits any form of personality cult. It is necessary to ensure that the activities of party leaders are under the supervision of the party and the people, while maintaining the prestige of all leaders who represent the interests of the party and the people.
Article 11 The election of representatives and committees of the Party’s congresses at all levels must reflect the will of the electors. The election uses secret ballots. The list of candidates must be fully deliberated and discussed by the party organization and the electors. The formal election can be conducted directly by using a marginal election method in which the number of candidates exceeds the number of candidates to be elected. It is also possible to conduct pre-elections using differential elections to generate a list of candidates, and then conduct formal elections. Electors have the right to learn about candidates, request changes to candidates, not choose any one candidate, and choose others. No organization or individual may force an elector to elect or not elect a person in any way.

Article 12 The party’s central and local committees at all levels convene representative meetings when necessary to discuss and decide on major issues that need to be resolved in a timely manner. Article 13 Any establishment of a new party organization or the abolition of the party’s original organization must be decided by the higher-level party organization.

Article 15 Regarding major national policy issues, only the Party Central Committee has the power to make decisions. Party organizations in various departments and localities can make suggestions to the Central Committee, but they are not allowed to make decisions or make public opinions without authorization.
The party's lower-level organizations must resolutely implement the decisions of the higher-level organizations. If the lower-level organization believes that the decision of the higher-level organization does not conform to the actual situation of the region or the department, it can request a change; if the higher-level organization insists on the original decision, the lower-level organization must implement it and must not publicly express different opinions, but has the right to report to the next higher level. Article 16 When the party organization discusses and decides on issues, it must implement the principle of the minority subordinate to the majority. Decisions on important issues require a vote. Individual party members express important opinions on behalf of the party organization. Chapter Three The Party’s Central Organization
Article 18 The Party’s National Congress is held every five years and is convened by the Central Committee. The number of delegates to the National Congress and the method of election shall be determined by the Central Committee.
Article 19 The powers of the Party’s National Congress are:

When the National Congress is not in session, the Central Committee implements the resolutions of the National Congress, leads all the work of the party, and represents the Communist Party of China externally.
Article 22 The Party’s Central Political Bureau, the Standing Committee of the Central Political Bureau and the General Secretary of the Central Committee shall be elected by the plenary meeting of the Central Committee. The general secretary of the Central Committee must be selected from the members of the Standing Committee of the Political Bureau of the Central Committee.

Article 23 The party organization of the Chinese People's Liberation Army shall work in accordance with the instructions of the Central Committee. Chapter Four Local Party Organization

Chapter Seven Party Discipline

Article 38 Party organizations who violate party disciplines shall, in the spirit of punishing the past and the future, treating illnesses and saving people, according to the nature of the error and the severity of the circumstances, give criticism and education until disciplinary action.
Party members who seriously violate the criminal law must be expelled from the party.
It is strictly forbidden within the party to treat party members in violation of party constitution and national laws. Retaliation and false accusations are strictly prohibited. Organizations or individuals that violate these regulations must be held accountable by party discipline and state laws.
Article 39 There are five types of party disciplinary sanctions: warning, serious warning, revocation of party positions, staying in party probation, and expelling from the party.
Stay in the party for probation for no more than two years. Party members do not have the right to vote, to vote, and to be elected during their stay in the party for probation. After staying in the party for inspection, party members who have indeed corrected their mistakes shall restore their party members’ rights; those who insist on not correcting their mistakes shall be expelled from the party.

Article 40 Disciplinary sanctions against party members must be discussed and decided at the branch meeting and reported to the party’s grass-roots committee for approval; if the issues involved are more important or complicated, or the party members are expelled from the party, they should be reported to the county level according to different circumstances. Under special circumstances, party committees and disciplinary inspection committees at or above the county level have the right to directly decide to impose disciplinary sanctions on party members.

The plenary meetings of the party’s local disciplinary inspection committees at all levels elect the standing committees, secretaries, and deputy secretaries, which shall be approved by the party committee at the same level and reported to the higher party committee for approval. Whether the party’s grass-roots committee establishes a disciplinary inspection committee or a disciplinary inspection committee is determined by its superior party organization based on specific circumstances. The party’s general branch committee and branch committee have disciplinary inspection committees.
The Party’s Central Commission for Discipline Inspection may, according to work needs, send a Party’s disciplinary inspection team or disciplinary inspector to the central party and state organs. The leader of the disciplinary inspection team or the disciplinary inspector may attend relevant meetings organized by the party leadership of the organ as non-voting delegates. Their work must be supported by the party's leading organization of the agency.
Article 44 The main tasks of the party’s discipline inspection committees at all levels are: to maintain the party’s constitution and other internal party laws and regulations, to inspect the implementation of the party’s lines, guidelines, policies and resolutions, and to assist the party committees in strengthening the party’s work style. Organize and coordinate anti-corruption work.
Disciplinary inspection committees at all levels should regularly educate party members to observe discipline and make decisions on maintaining party discipline; supervise the exercise of power by party members’ leading cadres; inspect and deal with party organizations and party members’ violations of the party’s constitution and other party regulations. For important or complex cases, decide or cancel the punishment of party members in these cases; accept complaints and appeals from party members; protect the rights of party members.
Disciplinary inspection committees at all levels shall report to the party committees at the same level the issues and results of handling particularly important or complex cases. The party’s local discipline inspection committees at all levels and the basic-level discipline inspection committees must report to the higher-level discipline inspection committees at the same time.
Disciplinary inspection committees at all levels find that the committee members of the party at the same level have violated party discipline, and they may conduct preliminary verification. If the case needs to be filed for inspection, it shall be reported to the party committee at the same level for approval. If standing members are involved, the report shall be reported to the same level. The party committee then reported to the higher-level disciplinary inspection committee for approval.
Article 45 The higher-level disciplinary inspection committee has the right to inspect the work of the lower-level disciplinary inspection committee, and it has the power to approve and change the decisions made by the lower-level disciplinary inspection committee on the case. If the decision of the lower-level disciplinary inspection committee to be changed has been approved by the party committee at the same level, the change must be approved by the higher-level party committee.
If the party’s local discipline inspection committees and grassroots discipline inspection committees disagree with the decision of the party committee at the same level in handling the case, they can request the discipline inspection committee at the next higher level to review it; if it is found that the party committee or its members at the same level In case of violation of party discipline, when the party committee at the same level does not give a solution or fails to give a correct solution, it has the right to appeal to the higher-level disciplinary inspection committee and request assistance in handling.
Chapter 9 Party group
Article 46: Party groups may be formed in the leading bodies of central and local state agencies, people’s organizations, economic organizations, cultural organizations, and other non-party organizations. The party group plays the role of the core of leadership. The tasks of the party group are mainly responsible for implementing the party’s line, principles, and policies; discussing and deciding on major issues of the unit; doing a good job in cadre management; uniting non-party cadres and the masses to complete the tasks assigned by the party and the state; guiding agencies And the work of the directly affiliated party organization.
Article 47 The membership of the party group is determined by the party organization that approves the establishment of the party group. The Party group shall have a secretary and, if necessary, a deputy secretary.
The party group must obey the leadership of the party organization that approved its establishment.
Article 48 The state work department that exercises centralized and unified leadership over its subordinate units may establish a party committee. The method for forming the party committee, its powers, and work tasks shall be separately formulated by the central government.
Chapter 10 The relationship between the Party and the Communist Youth League
Article 49 The Chinese Communist Youth League is a mass organization of advanced youth led by the Communist Party of China. It is a school for young people to learn socialism and communism with Chinese characteristics in practice, and is the party’s assistant and reserve army. The Communist Youth League Central Committee is under the leadership of the Party Central Committee. The local organizations of the Communist Youth League at all levels are under the leadership of the Party committee at the same level, and at the same time under the leadership of the Communist Youth League's superior organization.
Article 50 Party committees at all levels must strengthen the leadership of the Communist Youth League and pay attention to the selection and training of league cadres. The party must resolutely support the Communist Youth League to work in a lively and creative manner in accordance with the characteristics and needs of the broad masses of young people, and give full play to the League’s role as a commando team and as a bridge to connect with the broad masses of youth.
The secretaries of the league committees at and below the county level, and the secretaries of the league committees of enterprises and institutions, who are party members, may attend meetings of the party committees and standing committees at the same level.

Article 52 The flag of the Communist Party of China is a red flag with a golden yellow party emblem on the flag.
Article 53 The emblem of the Communist Party of China and the flag is the symbol and logo of the Communist Party of China. Party organizations at all levels and every party member must safeguard the dignity of the party emblem and flag. Party emblems and flags must be made and used in accordance with regulations.
